A training event on the new RTI law was organized by INFOCIP on May 3, 2016, in cooperation with The RTI Commissioner, Mr. Besnik Dervishi and Olof Palme Network, supported by Swedish Government. The event took place in the premises of Tirana International Hotel and was attended by more than 25 partner NGOs, as organized in the frame of the OPC National Network.

The event was designed by INFOCIP to familiarize those NGOs working in local level and to provide them with tools to evaluate enforcement of the new legal framework in place that regulates Right to Information in the newly created Municipalities following the territorial reshuffle (TAR) in 2015.

Mr Besnik Dervishi, the head of the RTI Over-sighting Authority addressed the event and exposed problems that had been observed during the first and the second year of the RTI law implementation in Local Level. NGO-s representatives from all over the country shared with him concerns regarding the non-compliance of municipality with the new legal requirements in place.

The National director of the RTI of the Commissioner Authority, Mrs. Ardita Shehaj, performed an in-depth presentation of the  method and techniques employed to monitor the RTI law. The training module  provided partner organizations with in depth knowledge on the new legal mechanism and offer practical means/tools  to be used by them in order to efficiently control governmental transparency. A separate section of training activity was how to interact with the over sighting authority.

In addition, a new protocol of assessment with regard to Transparency Programs in Municipal level prepared and introduced by INFOCIP to all partner NGOs. Gerti Shella, executive director of INFOCIP introduce the module of Assessment and distributed as eparate chapter of the National Monitoring Report on the RTI implementation in Local level (chapter 2).
