In the framework of its commitment as a founding member of the Electoral Chamber, INFOCIP showed their recommendation and analysis to interested media actors for improving the Electoral Code of AR. Evaluated by the experts of INFOCIP were issues relating to the fulfillment of the Code with the principles and provisions of the decriminalization within the legislative process of electoral reform that has just been opened.

In the special activity organized in association with the ISP, the experts of INFOCIP also argued the need for the application of new principles of control policies of the electoral subjects. Currently, the Electoral Code does not provide a single provision in its formal obligation of political parties to deposit their political program at any institution. This is considered a serious breach of constitutional principles in the Republic of Albania, and a “limbo” of the legislator that had dramatic consequences in terms of the accountability of electoral subjects in these 25 years of political pluralism.

Part of the analysis provided by the experts of INFOCIP was some mid-term ideas, which aim the opening of a public discussion of the political system evaluations in general, and electoral structure that itself has modeled in these years.

Being the protagonist in frequent adjustments to the Electoral Code, it was concluded that we are facing serious structural or systemic cracks, without talking about the coherence of the electoral system in AR. It concluded that it brought flagrant distortions to representative democracy principles, constitutional principles but also a flagrant violation of the few sanctions provided in the code and the law on offending behavior of the parties themselves, especially to the bigger ones.
