INFOCIP organized on Suterday, September 7, a training seminar with leading local journalists of Vlora, Fier, BErat and Lushnje Durres. The theme of the training was “The Decisions of the Municipal, Council, the role of local media in monitoring local decision making.” The aim of this training-seminar was to provide local journalists with in-depth legal knowledge  on the activity and functioning of the municipal council in their respective cities, thus ensuring a more professional coverage of the local decision making process . INFOCIP had presented to the participant the new platform online www.vendime.al which serves the purpose of publishing all councils’ decisions in national scale.

This event, concluded all the activities of the project “Providing Albanian Citizens with full access online to their municipal decisions”, implemented by INFOCIP and supported by the Embassy of the United States of America in Tirana,   in the frame of the Small Grants Programod the Democracy Commission.

The event was attended by 15 journalist (three-four for each city). Most of them report for the national TV-s, i.e Top Channel, Klan TV, NEWS time, News24, VISION PLUS, etc.   The training-seminar was also attended by the reporters who work for the most important printed media on the country, such as the Panorama newspaper, Gazeta SHQIP, Gazeta Shqiptare, etc.. Also present were representatives from local media, including TV, print and online media.

As the journalists themselves affirmed, this training-seminar was the first the first ever to be organized on such a specific topic.

Lecturers in this activity, to offer their expertise were Gerti Shella, expert on transparency and information, Sami Neza, former editor in Chief of some of the most important daily newspapers in the country and at the same time professor of journalism in Tirana University,  in the mean time executive director of Center for Free information and Transparency.

The training modules were designed to provide a comprehensive overview to the local journalists of all legal obligations and responsibilities that the municipal councils have in the exercise of their decision making functions, with special focus on legal timelines, transparency and openness.

In the end, after taking notes of all recommendations, participants were given training certificates. This event paves the way for a new strategic partnership of the civil society actors with the local media reporters which can optimize the monitoring of the decision making process in Municipal Councils of Vlora, Fir, Berat and Lushnje.

The training aimed at addressing for sustainable solution the professional coverage by the local reporters of the Municipal Council activity n their respective cities. During the two-year time CPII is working in local government level,  the media coverage of the municipal council activities was noticed to be very poor. The local journalists’ reports and coverage of the crucial decision making events of the council were often general description without providing any details (not to mention legal references). CPII saw the cause for that non-professional coverage in the poor legal information local reporters have obtained so far. As a matter of fact, no civil society operator ever approached this gap by providing training to the local journalists, so they could better understand the decision making processes conducted by the Municipal Council and be able to contrast that reality with the legal provisions in place.
