The issue of non-publication of legal acts in the Official Journal is already a familiar one, having also the feedback of Parliament representatives. Findings of the most recent report “Transparency of State Publications in the Republic of Albania” became part of a debate in the TV program “Prism”, hosted by the well known journalist, Aleksandër Furxhi, in Albanian Screen. Some of his guests to discuss about the non-publication of official acts in prime time were the members of the parliamentarian law commission Mr. Enkelejd Alibeaj (Democratic Party MP, former Minister of Justice) and Mrs. Vasilika Hysi (Socialist Party MP). Further, Mr. Gerti Shella, Executive Director of CPII, Mr. Çlirim Gjata, dean of the Law Faculty, UET, Mrs. Blerta Kraja, lawyer and Mr. Sami Neza from the Center for Transparency and Free Information were invited in the panel to introduce the Report findings.

Since the beginning of the TV debate, both representatives of the Parliament highly commended the coherence and objectiveness of the Report findings prepared by CPII for the publication of acts of central constitutional institutions in the Official Journal. Further, various aspects linked with the legal effect of acts but also with the level of accountability of the administration for the publication of those acts in the Official Journal, became subject to discussion and debate.

During the last part of the program, questions were made by the members of the public invited in the TV studio to follow the broadcast live program. The program moderator, the journalist Aleksandër Furxhi accessed questions entered in the Facebook by citizens who were also following the debate. Some of those questions were addressed to the panel guests.

This TV program, the first of its kind under such a key format in prime time, is an indicator of the sensitivity of the issue of non-publication of official acts in the Republic of Albania, being already a common issue for the public, media and acknowledged by the parliamentarians of both main political parties. This issue is identified and regularly posed for solution by CPII through its report “Transparency of State Publications in the Republic of Albania”. The most recent report of 2011 was supported by Partnership for Transparency Fund, headquartered in Washington D.C.
